A tropical low that has been spinning near the southeast coast of China since last week finally became Tropical Storm Bebinca on Monday and will bring several days of heavy rainfall to parts of China and Vietnam this week.

On August 16, it will center in the area of the Tokin Gulf, 120 to 150km from the coastal provinces of Quang Ninh to Nam Dinh. The storm will effect to the Halong Bay region and some highlight destinations in the North like Hanoi, Ninh Binh, Hoa Binh, Lao Cai, Ha Giang.
